Some searches reveal an index or unofficial image at once; others require a written request, proof of eligibility, or a clerk copy. The city’s young boundaries make the record date as important as the subject.

Which Sammamish Public Records Are Open

Washington's Public Records Act generally opens existing nonexempt agency records, but special laws and court rules control certificates, voter information, judicial files, and protected identifiers. The first task is to identify both the record series and the legal custodian. A city request cannot compel King County, a court clerk, or a state agency to produce a file it holds.

Sealed cases, adoption records, protected juvenile material, complete dates of birth, account numbers, driver and vehicle personal data, and protected addresses do not become open merely because someone files a broad request. An agency must disclose separable nonexempt portions and explain a redaction.


Sammamish Public Records Follow a Custodian Map

The city incorporated in 1999 and contracts or shares several public services. Sammamish keeps city legislative, clerk, and post-incorporation development records. King County Sheriff holds police records; Eastside Fire & Rescue holds fire and EMS files; two water and sewer districts hold their own operational records. Customer and medical details may be restricted.

King County keeps recorded instruments, assessment rolls, elections records, and most local court material. Washington agencies keep statewide vital statistics, entity filings, licenses, unclaimed property, corrections records, archives, and voter-database extracts. Permits created before incorporation generally route to King County, while later city projects can appear in Sammamish systems. Klahanie's 2016 annexation adds another date-sensitive boundary.

Custodian: the agency or court that legally keeps a record and applies its access, redaction, copy, and certification rules.


Request Sammamish Public Records Through Every City Channel

The city request portal is the fastest route, but requesters may also email PRR@Sammamish.us, mail the Public Disclosure Officer at City Hall, or begin by phone or in person and provide written confirmation. Anyone may ask for an identifiable existing city record. The city need not answer a question, create a report, reorganize data, or promise future files.

The request itself becomes a public record and appears in the city's status and log system. Leave out unnecessary private information. City categories estimate about 5 to 30 business days for readily identified records, 30 to 120 for larger coordinated requests, and months or longer for broad or legally complex work. Those estimates do not change the five-day first-response rule.


Washington's Five-Day Rule Is a First Reply

Chapter 42.56 RCW requires an agency within five business days to provide the record or link, acknowledge the request with a reasonable estimate, ask for clarification with an estimate, or deny the request. It does not promise final production in five days. Time may be needed to locate and assemble files, notify affected people, review exemptions, or produce installments.

RCW 42.56.070 requires disclosure of nonexempt portions and written identification of the basis for withheld text. A denial should name the exemption and explain why it applies. Judicial review under RCW 42.56.550 may result in disclosure, costs, attorney fees, and daily penalties. The Attorney General's Open Government Resource Manual and chapter 44-14 WAC model rules provide authoritative process guidance.

Note: Narrowing a broad date range or naming a department can reduce search work without surrendering the records that matter.


Landmark Separates Index, Image, and Certified Copy

The King County Landmark index covers recorded instruments from 1976 forward. Records from 1976 through July 31, 1991 commonly provide index data without an image; most images from August 1, 1991 forward are free watermarked copies. Certification must come from a Deputy Recorder. Copies can be ordered online, at the counter, or by mail.

A typical result supplies recording number and date, document type, grantors, grantees, abbreviated legal description, parcel ID when present, consideration where applicable, book and page, and an image or copy route. The free image is evidence for research, not an official certified copy.


King County Archives Extends Sammamish Records to 1853

Landmark is only the modern part of the recorded-document trail. King County Archives holds the 1853 through 1975 General Recordings grantor-grantee indexes on microfilm, arranged by party name and date. Once an instrument number is known, Archives can supply the older instrument. It also provides pre-August 1991 images unavailable through Landmark.

Ordinary uncertified duplication at Archives is generally free, while Recorder copies and certification follow the Recorder's fees. For land filings before about 2002, parcel numbers were not indexed consistently. Search by party name, legal description, and approximate date before deciding that a deed or lien does not exist.

This three-era system is central to Sammamish open-record research because the city itself did not yet exist for most older plateau transactions. A modern municipal label will not retrieve every Inglewood, Pine Lake, Monohon, Weber Point, Redmond, or Issaquah record.

District Court access

The Recorder counter is open weekdays from 8:30 a.m. to 4:30 p.m., with recording ending at 3:30 p.m.; its phone hours are 9 a.m. to 2 p.m. King County District Court's Bellevue facility handles Sammamish municipal matters, while the Redmond location is assigned Sammamish civil and small-claims filings.


Property Rolls and GIS Are Different Public Records

King County Parcel Viewer is map-first. Search an address, 10-digit parcel number, or condominium name, then click or draw around parcels and open the linked Assessor and development-condition reports. The map supplies geometry, zoning and address context, but its boundaries are approximate and are not a recorded survey.

eReal is report-first and likewise begins with address, parcel, or complex name rather than an advertised owner-name field. Its report can show taxpayer and mailing address, situs, legal description, values, characteristics, and transfer references. A taxpayer mailing entry is not a title opinion or proof that the taxpayer occupies the site.

For source evidence, follow the eReal recording number to Landmark. For older land records, repeat by party and legal description. Permits after 1999 may appear in city tools, while older permits route to King County. Office or GovQA requests remain the fallback when a current report is incomplete.


Sammamish Public Records in Court Use Judicial Rules

Court records follow GR 31 and GR 31.1 rather than the ordinary agency PRA procedure. The statewide Washington Courts search can locate a person or case number across court levels, but it is a pointer. For King County Superior Court use KC Script; for Sammamish municipal and District Court matters use KCDC Case Access.

A public docket can show case number, caption, case type, party names and roles, filing status, judge, hearings, judgments, and a chronological document index. KCDC deliberately omits addresses, phones, and dates of birth online, even though date of birth can help search. Sealed cases, adoption files, and protected juvenile or dependency materials remain unavailable or role-gated.

District Court requests may be filed in person, by fax, or by email using the court form. Plain copies cost $0.25 per page; certification is $5 for the first page plus $1 for each additional page; clerk service is $20 per hour or fraction, and an additional authentication seal is $2. Clerk terminals and counters provide official dockets and documents that may not appear as web images.


Vital Certificates Have Product and Eligibility Gates

Washington DOH keeps births and deaths from July 1, 1907 and marriage and divorce certificates from 1968. Public Health Seattle & King County issues Washington births registered since 1907 and eligible King County deaths. King County Recorder keeps marriage records; Superior Court Clerk keeps divorce decrees.

Online or phone ordering uses DOH's approved vendor, while mail uses the state form and payment. Local counters may offer different service times and local fees. A DOH divorce certificate is a one-page fact record, not the decree. Recent events can take up to five months to reach DOH, so use the Recorder for a recent marriage or the Clerk for a recent divorce.

Choose the product before paying. Certificate search fees are nonrefundable even when no record is found or the applicant cannot prove eligibility.


Custody and Registry Lookups Show Limited Status

The King County jail lookup is a free current-custody index. Washington DOC provides a statewide incarcerated-person search. Washington's offender registry supports name and geographic searches, while Level 1 people are normally omitted from the public site. Booking photos are confidential under Washington law, and the registry warns against misuse.

A jail result can change after transfer or release, and an arrest or charge is not proof of conviction. Obtain the source case or agency record when current legal status matters. A public court docket, custody entry, and DOC entry each answer a different question, so they should not be merged into one unsupported account.


Sammamish Public Records Costs Depend on the Keeper

Inspection and agency search or assembly are ordinarily free under RCW 42.56.120. If an agency has no actual-cost schedule, default maximum charges include $0.15 per photocopied page, $0.10 per scanned page, $0.05 for each four electronic files or attachments, and $0.10 per gigabyte transmitted, plus actual media and delivery. An agency may seek a deposit up to 10 percent or produce installments.

Specialized IT work can create a pre-explained customized-service charge. The City of Sammamish may charge for printed or electronic copies, storage devices, mailing, and software or technical work needed to inspect otherwise unreadable raw GIS, AutoCAD, or code data. Posted downloads ordinarily carry no download fee.

Recorder certification, court copies, and vital certificates use their own schedules and should not be mixed with PRA copy charges. Ask whether an unofficial image or plain copy meets the need before paying for a seal.


File a Focused Sammamish Public Records Request

A good request names a record that the receiving office actually keeps. Broad requests for “everything about” a person or property often cross agencies, years, exemptions, and systems. Start with an index or map to collect a case number, instrument number, parcel, department, record type, or date range, then request the exact source file.

  1. Identify the city, county, court, district, or state custodian from the record type and date.
  2. Check the official online index for a document number and available free copy.
  3. Submit the portal form, email, mail request, or court form with names, dates, subject, and identifiers.
  4. Choose inspection, electronic delivery, plain copy, or certification and review any estimate.
  5. Answer clarification promptly; narrow by agreement if it preserves the needed file.
  6. If material is withheld, read the cited exemption and use the agency review or judicial process that applies.

Lists of individuals may not be furnished for commercial purposes under RCW 42.56.070(8). Separate statutes also protect voter identifiers, vital records, court material, driver data, and substitute addresses. A PRA request cannot override those laws.
